Preheat your oven to 350°F (175°C) and line a baking sheet with parchment paper.
Combine whole wheat flour, oatmeal, and cornmeal in a large bowl.
Mix the canned pumpkin and peanut butter in another bowl. Add water as needed to make the mixture more mixable.
Slowly mix the dry and wet ingredients to form a dough. If the dough is too dry, add more water; if it’s too wet, add more flour.
On a floured surface, roll out the dough to a thickness of about 1/4 inch. Cut into shapes using a cookie cutter or just slice into squares with a knife.
Place the treats on the prepared baking sheet and bake for about 30-40 minutes or until hard and dry.
Let the treats cool completely before giving them to your dog.
